MINUTES OF THE NORTHEASTERN PENNSYLVANIA LIBRARY NETWORK ANNUAL MEETING

President Narda Tafuri called the meeting to order at 10:15 a.m. Narda started off by thanking everyone for helping to obtain the LSTA Grant, the members of the Web-Z Sub-Committee, the Continuing Education Committee for producing a great Spring Workshop as well as the other committees that worked so hard during the past year. Mary Jane Donnelly has decided to step down as chair of the Continuing Education Committee.

The minutes of the July 16, 1999 General Meeting were approved after several minor corrections.

Director's Report
Cathy Schappert distributed the 2nd Quarter Report updating Commonwealth Libraries on the LSTA Project. It was decided to purchase the more expensive Unix Server instead of using the NT Server. Two representatives, Kevin Williams and Miao Hong, will travel to Dublin, Ohio for Unix training July 24-25.
The server is on campus ready for the software to be loaded. The Web-Z Sub-Committee will meet after Kevin and Miao return from Dublin, Ohio.
There is currently $12,601.66 in the treasury not including revenue from the Spring Workshop or dues.

President's Report
Narda has spoken to Diane Murray of Lavelle Murray Advertising about moving forward with the new logo. Diane did send a proposed bookmark and press release, which were returned with corrections.
Terry Mech is looking into the possibility of incorporation. He has been in touch with an attorney and expects the process to move quickly. Incorporation will be advantageous if we want to get into database sharing in the future.
Union List changes for the print directory are due by the end of October. Any corrections for the front of the catalog are to be submitted to Betsey Moylan by the same date. A 2000-2001 Directory of Members is being developed and information is needed by August 31.
The Officers of NPLN serve for one year and may be re-elected for 1 year. All officers are willing to serve the extra year. The motion was made and seconded to accept the Officers for another year. A Nominating Committee will be set up in the fall for the following year.
Betsey Moylan requests information on electronic database subscriptions and distributed forms to each library. The completed forms are due by October 31.
Narda spoke about updating the NPLN by-laws. David Schappert will chair the committee.
David presented his report. He examined the old by-laws instituted about eight years ago, and the new by-laws need to reflect changes and the new name. Since the old by-laws were put into effect library cooperation has changed a lot in all types of libraries. The Committee should discuss the web site and how it's maintained, dues and level of membership. Volunteering to serve on the Committee were: Sr. Elizabeth Brandreth, Mary Kovalcin, Michelle Sitko, Diane Suffren, and Judith Tierney.

Standing Committee Reports
Continuing Education
The Continuing Education Committee sponsored the workshop Searching the Web, presented by Mary Garm, District Consultant, Scranton Public Library. A teleconference presented by PBS Adult Learning Services, Libraries, Copyright, and the Internet was presented at King's College in December. NPLN and the Northeast Chapter of the PaLA co-sponsored the workshop, O Brave New World: Exploring the Virtual Catalog at College Misericordia. CE Certificates were presented to attendees at the spring workshop.
Mary JaneDonnelly has decided to step down as Chairman. She was thanked for all her hard work. Mary Jo Devereaux volunteered to assume the Chairmanship for one year.

Interlibrary Loan
Brian Sacolic announced the Committee will meet again in August to discuss Ariel, which is now shared by Wilkes, King's, and College Misericordia. The other topic of discussion planned is how the virtual catalog will affect Inter-Library Loan. Automated and Technical Services Mary Kovalcin is recruiting new members of the Committee if anyone is interested. Discussed at the meeting were issues with the new catalog and how training will filter down to individual libraries. Another meeting will be scheduled after Mary has spoken to Kevin and Miao upon their return from Unix training.

Circulation
The Committee discussed alumni borrowers and how to induce them to return library materials. One suggestion was to work with the alumni themselves and one or more of the institutions is considering a collection agency. The discussion also branched out into other borrowing groups, faculty, staff, and students. How the Virtual Union Catalog and other technologies expand our users was another topic of discussion.

Support Staff
The Committee was not well represented at the meeting. Another meeting has been set up for August 14 at Marywood with a Microsoft Access presentation. The benefits of Microsoft Access to track subscriptions, costs, department reports, etc. will be discussed. Support staff as well as professional staff members are invited. New Business
David Schappert made an announcement that Mansfield University will be offering a program for PA Certified Teachers to become school librarians in a year through a distance education program. Information on the program can be found at the Mansfield University Continuing Education Web Page. School librarians will teach courses.
